In other items, the council:
• Recognized Detective Jeff Stevens and Detective Lyle Baele of the Washington Police Department for their work with the Cyber Crimes Task Force in 2007.
Special Agent Scott King of the U.S. Secret Service was on hand to give Stevens and Baele their awards.
“Today as a result of their commitment and hard work, a significant number of sex offenders have been apprehended or subsequently incarcerated,” King said.
“Sometimes things like this go unnoticed, but never unappreciated; we’re proud of you,” Manier said. “We thank you so, so much.”
• Heard from Washington Community High School basketball coach Kevin Brown who talked about the upcoming Tournament of Champions, which brings basketball teams from all over the country to Washington over Thanksgiving weekend.
“I just want to thank you for your involvement and see if there is anything that you’d like to see us do as a city council or any questions you may have,” Brown said. “We do have another great tournament scheduled for this year.”
• Approved an additional payment of $588.31 for participation in the Peoria/Pekin Urbanized Area Transportation Study. The city approved participation in June and paid its share of $4,613.87, but another $77,731 of planning funds were made available, which required an additional local match.
• Approved the agreement with Austin Engineering Inc. to complete the necessary work on the construction of a pedestrian bridge and extension of the sidewalk from just south of the creek by Dallas Road to Westminster Drive.
This year’s budget included $6,500 for the project and the bid came in at $6,250.
According to City Engineer Ken Newman, “The proposal assumes use of a prefabricated bridge structure with a pre-cast abutment system, so there is currently no structural design anticipated or included.”
• Approved the trade and purchase authorization between the Washington Police Department and Uftring Auto Group to trade in four old squad cars declared as surplus and a seized vehicle in “very poor condition” property for a “plain covert” vehicle for the investigative division.
Uftring is going to give the police department $13,025 on a trade only to obtain a used “plain covert” vehicle not to exceed the $13,025, so no money is exchanging hands as a result of the transaction.

• Approved the purchase authorization of LIVESCAN equipment for the police department after the department successfully applied for and received a grant to pay for 75 percent of the costs of the new fingerprinting equipment that links and submits fingerprints to the F.B.I. and the Illinois State Police Bureau of Identification.
The $6,584.50 that the city is responsible for paying will come from the fiscal year 2011-12 police department special projects account.
• Approved the awarding of a bid to Ragan Communications Inc. to relocate the communications center in the basement of the police station to the main floor as part of the renovation project.
The bid came in at $86,564.04 and the Tazewell County Emergency Telephone System Board will pay for more than 50 percent of the costs; $60,000 was budgeted for the relocation.
• Approved the bid award for furnishings as part of the police station renovation to Resource One of Illinois Ltd. for the total of $71,997.75 after removing a few items to reduce the price from more than $75,000, which was the estimate for the total costs.
• Approved the authorization for partial closure of Washington Square for Autumn Fest from 6-9 p.m. Sept. 30. The closure will be the same route of traffic flow as during the Taste of Washington in late July.
• Heard from Newman about the possibility of participating in the Highway Safety Improvement Grant, which would replace approximately $150,000 worth of signs and posts in Washington with 90 percent of the signs, posts and labor to replace the signs covered by the federal government.
Newman said the last time the city updated its signs and posts on a large scale was 1999.
Manier said the issue will be placed on the agenda as an action item for a future vote.
