The Washington City Council moved quickly with a short agenda at its Nov. 21 meeting at Five Points.
After little discussion, the council approved a 2011 property tax levy increase of 3.87 percent.
The city’s actual 2010 property tax extension for taxes paid in 2011 was $1,216,203.
The city’s proposed 2011 property tax levy for taxes paid in 2012 is $1,263,300 — a difference of $47,097.
It breaks down to $30,155 paid by new building and development and $16,942 paid by all taxpayers. The money is then broken down by how it is used with $29,995 going to the general fund and $22,628 to the pension and retirement costs.
Overall, the increased cost to the taxpayer is dependent on the residents’ 2010 total tax bill: If the bill was $1,000 then the increase is 78 cents and $7.85 if their total tax bill was $10,000.
In other items, the council:
• Approved the intergovernmental agreement with Tazewell County for animal and rabies control services.
• Announced the proclamation of December as National Drunk and Drugged Driving Prevention Month. Police Chief Jim Kuchenbecker said the department is teaming with the Tazewell County Sheriff’s Department to step up enforcement and have more road-side checkpoints.
• Set a tentative fiscal year 2012-13 budget schedule with a review of the tentative major discretionary capital budget Jan. 9 and various meetings through March, the first reading of the tentative budget April 2, a public hearing meeting April 9 and second reading and adoption April 16.
• Approved a cell phone contract with Verizon Wireless for the amount of $775.20 per month for city officials — a total of 27 phones and varying plans.
The previous cellphone carrier was Sprint/Nextel and by eliminating the option of a walkie-talkie feature, the city will save more than $1,000 over the course of the year.
The overall annual cost is $9,302.40.
Spring/Nextel’s quote was $792.34 per month.
