The Washington City Council covered a lot of ground in its short meeting Monday night at Five Points.
The city unanimously approved the partial closure of the Washington Square for the “Taste of Washington” event to be held from 6-9 p.m. July 19.
“Over the last four or five months, the downtown merchants came to the Public Safety Committee and requested the closure of the north side of the Square for certain events, and having heard their comments we decided we would give it a try and see what happens,” Public Safety Chairman Dave Dingledine said.
While the council approved the closure, it is still required to receive permission from the Illinois Department of Transportation.
The route for the few hours the evening of June 19 is as follows: westbound Illinois Route 24 traffic will be routed northbound at Pine Street to Jefferson Street, then diverted westbound on Jefferson Street to southbound Wood Street then back westbound on Illinois Business Route 24. Eastbound traffic on Illinois Business Route 24 will not be affected.
In other items, the council:
• Approved a preliminary plat and checklist for Moehl Manor to be located at the intersection of North Cummings Lane and West Cruger Road. It is proposed that the subdivision of 13.28 acres be split into five commercial lots.
The city said the proposal is consistent with the recommendation for the site in the comprehensive plan. Sufficient water and sanitary sewer access are available along Cummings Lane and Cruger Road.
• Approved a preliminary plat and checklist for the Diebel Road subdivision located at the intersection of Diebel Road and Walnut Street.
WRC Realty proposes the subdivision of just less than nine acres into four single-family lots. Although the site is outside of city limits, it is within the 1.5-mile extraterritorial planning jurisdiction.
At a Public Services Committee meeting in February, the committee recommended these lots be developed with a share well and individual septic systems due to the high cost to extend the city’s infrastructure to serve said four lots.
There are no proposed streets within the subdivision and it would not be annexed into the city.
• Approved the three ordinances discussed at the May 2 city council meeting regarding the intergovernmental agreements between the city and the Washington Volunteer Fire Department and Rescue Square Inc., Northern Tazewell Fire Protection District and Northern Tazewell Fire and Rescue Squad for fire protection services, fire and rescue service and emergency medical services.
• Approved the purchase of a new street-sweeper to replace the city’s existing 2000 model. The purchase is in the amount of the Missouri Department of Transportation state bid price for $219,995 from Key Equipment & Supply Co., from Maryland Heights, Mo.
City Administrator Bob Morris said this new street-sweeper “has a heavy focus on chip sweeping as opposed to leaf sweeping.”
The purchase of the street-sweeper comes from sufficient budgeted funds.
• Approved the purchase of three 2011 Ford Ranger SuperCab Pickup Trucks from Uftring’s Auto Group for the total of $39,502.95. The state bid was $39,290.
The city budgeted for the three trucks to replace the vehicles of the city building inspector, city mechanic and for the water department in this year’s budget.
• Approved entering into an agreement with the Tri-County Regional Planning Commission to maintain and update the city’s GIS mapping and records.
“The last couple of years we have budgeted for and had an agreement with (TCRC) ... I think it has been a pretty good arrangement for both parties,” Planning and Development Director Jon Oliphant said.
“We’ve been able to keep our various GIS layers up-to-date and (it has) certainly allowed staff to do other things.”
